The thesis deals with the relationship between non-governmental organizations and the public sector. It focuses on the role of associations in society, their functions and cooperation with state authorities.

The assignment investigates how associations complement the functioning of public institutions and where there are boundaries and differences between their functioning, especially in areas where public and non-governmental interests are intertwined. The emphasis is also on the legal, organizational and financial aspects of this relationship, as well as on the challenges and opportunities that arise from it.

The main goal of the thesis is to research and analyse the role of societies in comparison to the public sector, and to examine how their activities intertwine and differ. The assignment seeks to understand where the boundaries are between the functioning of societies and the public sector and how they can effectively work together to achieve common social goals.

A detailed analysis of professional sources, laws and research was carried out to understand the theoretical concepts and legislation governing the functioning of societies and the public sector. This method made it possible to define key concepts and understand the relationship between the non-governmental and public sectors. A comparison was made of the performance of societies and the public sector in various areas, such as social services, culture, sports and education. Using this method, it was possible to identify similarities and differences in their functions and responsibilities.

The research showed that associations often act as a supplement to the public sector, especially in areas where the state or local communities do not have sufficient resources or capacity to provide certain services (eg social services, culture, sports). Societies thus assume a role in areas where they can react more flexibly and quickly to the needs of the local community.

The boundaries between the activities of societies and the public sector are often unclear, especially in the case of services co-financed by the state or municipalities. In these cases, societies can find themselves in a situation where they operate almost like the public sector, but without the stability and funding provided by the state.

The conclusion of the task is that for successful and efficient operation in areas where public and non-governmental interests are intertwined, it is crucial to establish a more structured cooperation and improve the supporting environment for associations, including financing, regulation and clearer definitions of responsibilities.
