Security Engineering
The activity of private security includes the protection of life, personal safety and property of people in the protected area, as well as the protection of movable and immovable property, which is carried out by security personnel and technical security systems.
The legislation defines that private security can only be provided by a business company or an independent entrepreneur with a registered relevant activity, who has a valid license and meets the legal conditions. For cases of transportation and protection of cash and other valuable shipments, the operator must provide persons with appropriate qualifications in the field of protection and transportation of cash and other valuable shipments.
The basic regulations in the area of the transport of money and other valuable shipments are the Private Security Act (hereinafter ZZasV-1) and the Rules on the method of transporting and protecting cash and other valuable shipments.
In the diploma thesis, we studied the field of carrying out transfers and transports of cash and other valuable shipments and focused on the presentation of the normative regulation of private security in the cross-border transport of cash and other valuable shipments between two member states of the European Union, the Republic of Slovenia and the Republic of Austria.
In the first chapters, we showed and described the field of private security in Slovenia and related factors (acquiring a license, training of security guards, equipment of security guards, etc.). We also introduced cross-border transport of cash, which is divided into cross-border transport of euro banknotes and cross-border transport of euro coins. We wanted to find out what the regulations are in the field of private security when transporting cash and other valuable shipments across the border in selected countries.
By comparing and reviewing the legislation, we found that in Slovenia the legislation in the studied area is more transparent than in Austria and that the Republic of Slovenia complies with many standards regarding the transport of cash and other valuable shipments, while the field of private security is also regulated in detail by legislation.
On the basis of our research, we can conclude that in Slovenia we have appropriate normative regulation in the studied area, which guarantees us a high level of standards. Nevertheless, it is important that the legislation continues to be updated, as this is the only way to ensure properly trained security guards and safety when transporting cash and other valuable shipments in a cross-border environment.
